I have yet to speak with him but I have heard good things about Casey Hauck Performance. Not sure if he specializes in stroking/boring engines, and I believe he is in Wisconsin. Could be worth the logistics of getting your engine to him if he does do what your looking for.

I'm not sure if you found anyone yet but I would send it to Casey Hauck in Rice Lake WI. He has been doing yamaha motors his whole life. He just did mine & it's awesome!
